When is it?

Earth Science WeekWikipedia:Earth Science Week – Is this supposed to be in the "Wikipedia:" namespace? The page's creator created this page in February 2008, moved the page to Wikipedia:Earth Science Week, then almost immediately moved to its current title in the article namespace. The issue here is that if it's an article, due to its current state, it is borderline eligible to be nominated at WP:AFD. However, the creator of this page hasn't edited since around that time (May 2008). (For the record, in regards to this page move, I am neutral, at least for now.)
