Could it be found out when that document was changed to authorize this. USS Nimitz, spend 144 days continuous at sea in 1979-1980 in the Indian Ocean. I believe that was start of US Navy policy of a aircraft carrier nearly always in the Indian Ocean. Due to the distance and travel time to a hospitable port for shore leave, I suspect was basis of starting this policy. Previously I suspect rarely did a US Navy ship stay at sea more than 45 days without a port call.
