A competent diver will ascend with little or no need to fin upwards, and can stop and achieve neutral buoyancy at any depth.

The references for this is either outdated or specific to technical diving. In OWD it is taught to swim slowly upward in an ascent, and to be ready to release air from the BCD. This sentence indicates that no fin movement is needed to ascent, hence the only option would be to inflate the BCD, this can lead to an uncontrolled ascent, barotrauma and DCS. A possible reference is PADI OWD, but it is paywalled and a pain to reference. Could a more experienced diver maybe clear this up? I am only certified as OWD.
