According to a Tweet from her nephew (Andy Hall Hall): A birth certificate error in the 1800s christened Alexander, "Alexander Hall" (first name) "Hall" (surname). Clearly amused, they decided to keep the double Hall for all the males, which then later changed into the surname "Hall Hall" for both sexes. Basically... A typo!
