Manoj Kumar Singh (born 25 July 1965) is an officer of Indian Administrative Service (IAS) of 1988 batch belonging to Uttar Pradesh (U.P) cadre.[1]

He was serving as the Agriculture Production Commissioner and Additional Chief Secretary Panchayati Raj Department & Horticulture & Food Processing Department [2] and ACS, Coordination & Project Coordinator, DASP[3] and Infrastructure & Industrial Development Commissioner (IIDC),[4] chairman, PICUP and Chief executive officer Uttar Pradesh Expressways Industrial Development Authority (UPEIDA)[5] and UPSHA Lucknow.[6][1][7][8]

The Government of U.P. appointed him as the Chief Secretary to the Government of Uttar Pradesh on 30 June 2024 and assumed charges as CS from 30 June 2024.[9][10]

Early life and education

Manoj Kumar Singh hails from Ranchi, Jharkhand[1] and his schooling was completed from H.E.C Kendriya Vidyalaya, Ranchi. He got a Bachelor of Science (Ag) and also Master of Science (Ag) degree in agronomics from Banaras Hindu University(BHU).

He appeared in All India Civil Service Examination (AICSE) in 1987 and was selected for Indian Administrative Service (IAS).

Career

Singh began his career in the Indian Administrative Service in 1988, serving in various capacities across Uttar Pradesh. Joint Magistrate of Mainpuri being his first posting as a civil servant. His roles included Joint Magistrate, Chief Development Officer(CDO), Magistrate & Collector of various districts including (Lalitpur, Gautam Buddha Nagar, Pilibhit & Moradabad).[11][1]

Singh also served as Commissioner (Lucknow, Moradabad). He held positions in various departments as Secretary to Government of U.P & Principal Secretary to Government of U.P. He also served as APC to Government of U.P, Panchayati Raj Department,[12] Horticulture & Food Processing Department [2] and now he is appointed as the Chief Secretary to Government of U.P and also ACS, Coordination & project Coordinator, DASP + IIDC.[13][14]

Achievements

Manoj Kumar Singh has made significant contributions in various capacities throughout his career. As Chief Secretary of Uttar Pradesh, he oversees critical state development initiatives and serves as the Chairman of UPDA, UPSHA, and PICUP, key organizations driving the state's growth.[6][5]

During the COVID-19 pandemic, Singh played an essential role in managing the crisis, initially as part of Team 11 and later Team 9. His efforts were instrumental in controlling the virus's spread in rural areas of the state.[15]

Singh has also been a pivotal figure in the successful implementation of Chief Minister Yogi Adityanath's ‘BC Sakhi’ scheme, a model for financial inclusion and women’s self-reliance, which is now recognized nationally.[16]

He was central to the planning and execution of the 2019 Kumbh Mela, ensuring its success as a grand global event. His extensive experience will be crucial for the upcoming Mahakumbh 2025.

As Additional Chief Secretary of Panchayati Raj, Singh was instrumental in achieving the goal of making all 75 districts in Uttar Pradesh open defecation-free, and in constructing the highest number of toilets in the state.[17]

He also led the Global Investors Summit, which attracted investments exceeding Rs 40 lakh crores to Uttar Pradesh.[18] Additionally, Singh has ensured the effective implementation of child development schemes, including ‘Take Home Ration’.
