English: Members of the House of Representatives debated H.R. 1, the Civil Rights Act of 1991, which would overturn a number of Supreme Court decisions that placed a greater burden of proof on plaintiffs in employment discrimination cases. The bill was a compromise between the Bush administration’s proposal and a previous House bill. It included caps on damages that can be awarded to victims of job discrimination. Debate included discussion of the rule on the debate of the bill in the House. The House passed the bill in a vote of 381-38.
