The National Institute of Heritage (INP) is a governmental institution in Romania established in 2009 through the merger of the National Office of Historical Monuments and the National Institute of Historical Monuments. In 2011, the Institute for Cultural Memory - CIMEC was absorbed into INP.[1]

  • The period 1892 – 1948: In 1892, the "Commission of Historical Monuments" (CMI) was established under the authority of the Ministry of Public Instruction. Over its more than 50 years of operation, CMI had notable presidents such as Nicolae Iorga, who served from 1923 to 1940. Other significant figures included N. Ghika-Budești, Ștefan Balș, Arthur Verona, and Horia Teodoru. The main responsibilities of CMI included researching historical monuments, approving projects, inspecting, and documenting historical monuments.
  • The period 1949 – 1951: During this time, the Committee for Cultural Establishments and the Directorate of Fine Arts within the Committee for Art were operational. These institutions attempted to assume the responsibilities of the former Commission of Historical Monuments.
  • The period 2009 - 2012: In 2009, CIMEC was reorganized as a branch with legal personality and its own revenues under the subordination of the Center for Professional Training in Culture (CPPC). According to Law no. 329/2009, the National Office of Historical Monuments was merged with the National Institute of Historical Monuments to form the National Institute of Heritage (INP). Furthermore, by Emergency Ordinance no. 12/2011, the Institute for Cultural Memory - CIMEC was absorbed into the INP.

The National Institute of Heritage has the following main responsibilities (according to Government Decision no. 593/2011

    • Manages funds for research, expertise, and execution of consolidation-restoration and enhancement works of historical monuments through the National Program for the Restoration of Historical Monuments, financed from the state budget;
    • Administers, on behalf of the Ministry of Culture, historical monuments that have come into state ownership, except those managed by other public institutions;
    • Manages funds from the historical monuments stamp and other similar sources by providing loans;
    • Develops and submits for approval the National Program for the Restoration of Historical Monuments and ensures the awarding of contracts for restoration, conservation, protection, and enhancement works;
    • Verifies and proposes for approval technical and economic documentation for contracted works according to the law;
    • Provides specialized technical assistance to the Ministry of Culture in organizing activities for the protection of historical monuments;
    • Proposes the initiation of normative acts for the protection of historical monuments to the Ministry of Culture;
    • Provides scientific support for decisions and approvals of the National Commission of Historical Monuments regarding the classification and record of historical monuments, interventions on them, and their protection zones;
    • Prepares dossiers for historical monuments proposed to be included in the World Heritage List;
    • Develops and periodically updates the List of Historical Monuments [LMI] in Romania;
    • Administers the documentary fund of historical monuments, including archives, photo collections, cartographic funds, and libraries, which are public property of the Romanian state;
    • Manages the Register of specialists, experts, and technical verifiers and the procedures for certification and registration according to the methodology approved by the Minister of Culture and National Heritage;
    • Can initiate the classification procedure for immovable goods and goods at risk and can prepare classification dossiers according to the Classification and Inventory Norms for Historical Monuments, approved by the Minister of Culture and National Heritage;
    • Creates and enhances, for public interest, national databases for archaeological heritage, movable cultural heritage, intangible cultural heritage, and associated informational resources. These include: the national database of the inventory of national movable cultural heritage and classified heritage, the national database of the National Archaeological Record [RAN] and its geographic information system, the national database of vernacular architecture in open-air museums, the Register of destroyed, missing, stolen, or illegally exported cultural goods, the national collective catalog of old books, the intangible heritage database, the database of specialists and experts in movable cultural heritage, the Register of archaeologists, the database of museums and collections, and others;
    • Acts as a national aggregator in implementing the National Program for the Digitization of National Cultural Resources and creating the Digital Library of Romania, a component of the European digital library Europeana.eu, ensuring the interface between content providers (public institutions or other cultural resource holders) and the technical services managing the program at the community level;
    • Provides technical and specialized assistance to cultural institutions, maintains the DOCPAT program for cultural heritage documentation, and other information systems and applications used by cultural operators;
    • Maintains and develops the Romanian cultural heritage website E-patrimoniu.ro and the national portal Culturalia.ro;
    • Publishes the Historical Monuments Review and the Historical Monuments Bulletin, as well as other specialized publications.
