Lu Heng is a Hong-Kong based entrepreneur, technologist, and the founder of LARUS Limited. He is the founder of LARUS foundation, a non-profit organization that provides internet education. He is also a member of the advisory council at Pacific Telecom Council (PTC).[citation needed][1]
Career
In 2016, Heng founded LARUS Limited, which has an office in Hong Kong.[2][citation needed] In 2019, he established the LARUS Foundation, a non-profit organization that is focused on offering internet education to the Internet community in general, with the ultimate goal of achieving universal Internet education.[3][4][non-primary source needed] LARUS partnered with the University of Hong Kong to offer internships.[5][6]
Heng currently holds an advisory and board seat in Pacific Telecommunication Council (PTC), a non-profit global organization. In November 2020, he was elected for the East Asian For-Profit seat at PTC.[7]
Heng is currently focused to promote internet governance education worldwide.[8]
Lawsuits
Heng is involved in a series of lawsuits with African Network Information Centre (Afrinic)[9] In June 2020, a dispute arose between the Afrinic and Cloud Innovation (CI), which threatened to disrupt the Internet network in the Indian Ocean and Africa.[10][11][12][13][citation needed] Afrinic accused CI of violating their Registration Service Agreement (RSA) by allocating resources primarily in China instead of the Africa region for which they were intended.[14][15][16][citation needed] Although CI is registered in Seychelles, it is partnered with LARUS Limited, a Hong Kong-based company founded by Heng.[17][18][citation needed] Heng denied allegations.[19][20][citation needed]
