Harlan D. Whatley (born 16 July 1964) is an American educator, author, and documentary filmmaker. He is known for his contributions to journalism and media studies, as well as his work in international education.[1]

He is a Louisiana native who resides in Texas. He holds a BA in English from the College of Charleston, an MA in English from the University of Texas - Permian Basin and an MFA in Integrated Media Arts from Hunter College of the City University of New York. His academic research and writings have been published in various journals and presented at conferences worldwide. Currently, he publishes weekly on art. film and literature via Harlan's Halcyon on Substack.

Whatley has taught Communication, English and Media in the People's Republic of China, the United Arab Emirates, New York City and Texas. From 2014 through 2018, he directed the West Texas Film Festival. [2]

Whatley is a practicing artist in the State of Texas and markets his Western Pop art and Outsider art works via the Popart Cowboy brand.

His clients include the Pop artist, Peter Mars and Andew Walker, Curator of the Amon Carter Museum of American Art.[3]
