Terminology
This category name does not distinguish between users (Wikipedians) and user accounts. Some account names are blocked because they violate policy but the Wikipedians are permitted to get a new account. The Wikipedians are not blocked, just the account is blocked. We should be applying this category to Wikipedians who are blocked indefinitely and not allowed to open new accounts but not to those whose accounts are blocked while the Wikipedian is allowed to open a new account. I'm not sure of a solution but I think that when the problem is just the account, then perhaps the accounts should be categorized as "Accounts that are indefinitely blocked for a violation of the username policy".
