I'm currently studying Albanian history and saw it noted on Enver Hoxha's page (https://en.wikipedia.org/wiki/Enver_Hoxha) that Albania was the "first nation with complete electrification in the world." I checked the source for this comment listed as The History of Albania : From its Origins to the Present Day by Pollo, Stefanaq, and found the discussion in this book on page 280 (https://archive.org/details/historyofalbania0000poll/page/280/mode/2up). However, in the paragraph discussing this, it makes no mention of Albania being the first nation with complete electrification, only that Albania finished the project quickly and before schedule in 1970.
