Why this picture shouldn't be deleted?

Wikipedia is committed to its reliability. Since almost all of the students in the world use this as their reference, the article shall be as accurate as possible. Moreover, since this map is the most latest map of the North Luzon East Expressway, and it is only available on the DPWH Philippines website, meaning that there are no other sources of this map except from the department stated above. So I think that there are no reason to delete this file because it only represent the accurate file of the said article. Thank you.
