I suggest another column that indicates the current state of the plain concise name of the city, which could be any one of these:

1. SELF (the article is at the concise name, like Chicago)
2. REDIRECT (the concise name redirects to the city in question, as in Sioux City)
3. DAB (a dab page is at the concise name, like Portland)
4. OTHER (an article or redirect for the primary topic of the name, other than the city in question, is at the concise name, like Paris)
5. REDLINK (nothing is there)

As I've suggested elsewhere, then the decision about what to move would be completely objective and bot-able: any city with REDIRECT or REDLINK in the current state column would be moved to its concise name.
