A good source for more information might be the wiki page at https://bih.federation.edu.au/index.php?title=The_Louisiana-Mexican_border_prior_to_Dr_Otway%E2%80%99s_arrival_at_Fort_Jesup_in_1842. For example, it was Fort Seldon that was built to watch over the neutral territory. Fort Jesup was built after the neutral territory became part of the USA.
