coreutils fmt and Unicode

A recent edit suggested that coreutils/fmt uses Unicode for formatting. However, there's no reliable source given to support that change, nor does the source-code appear to bear out that. Whether the edit is due to misinformation or simply buggy code is irrelevant: a reliable source of information is the place to start. TEDickey (talk) 09:05, 5 March 2020 (UTC)
