Summary

Description

Simple, cheap, and profitable, “crack” cocaine became a serious public health problem in most major cities from 1984-1993. Critics charged that calling the problem an “epidemic” and publicizing it through posters such as this one by the Department of Health and Human Services and the Department of Education, only made the problem worse and increased trafficking in the illegal drug.
