Featured Picture Possibility?

Wow, this is impressive. I've spectated at other nominations that were denied because they didn't have an "Oomph" factor that makes the reader curious.

This picture looks like a painting. I'm no specialist in featured picture criteria, but whoever uploaded this should put this up for nomination.
