Slovakia

Kosovo: euro used with permission in this special territory

The use of the euro in Kosovo is warrantied by an international treaty (ratified by Serbia, and by EU which are parties to the treaty: the Dayton agreement). It is not unilateral, even though this use was permitted under the administration of the territory by the United Nations, then by a peace mission of the European Union, which is still officially administrating the territory.

Yes, the European Union still does not recognizes the independance of Kosovo (because Serbia does not recognize it), even though many (not all) EY member states, and a recent decision by an international court does recognize this independance (the European Union however cannot change its decision before reacing an agreement with Serbia, that still does not accepts this international court decision, and is still appealing).

So there's no only unilateral use is not from the current governement of Kosovo (it also accepts the UN/EU mission as officially representing the territory internationally). It just continues to use the euro, because the international mission is still valid. It would become unilateral only if the international mission officially retired from the territory.

So the map should color Kosovo with the same color as Monaco, the Vatican or San-Marino : the euro is used in conformity with a treaty (ratified by the European community), and the EU officially permits this use of the euro in the special territory of Kosovo (even if it still does not recognize it as a country).

Note that this does not apply to Montenegro, which is really using the euro unilaterally (without any formal agreement with the EU, just like Andorra), since its independance from Serbia. verdy_p (talk) 22:13, 6 August 2010 (UTC)[reply]
